Bush to Pitch Climate Change Strategy in Rose Garden Speech
President Bush outlines a new initiative on global warming in a rose garden speech today. The president is unveiling a set of principles he hopes will lead to a plan for curbing america's production of heat-trapping greenhouse gases.

White House (AP) President Bush outlines a new initiative on global warming in a rose garden speech today. The president is unveiling a set of principles he hopes will lead to a plan for curbing america's production of heat-trapping greenhouse gases.

So far, Bush has opposed mandatory limits like those proposed in the 1997 Kyoto treaty, saying he's against proposals that hurt the U.S. Economy. But he's under increasing pressure to act.

Envoys from top carbon polluting countries meet tomorrow and friday in Paris. And the senate is moving toward action soon on a cap-and-trade system for carbon emissions that the White House opposes.

Aides say Bush doesn't oppose all such systems but has yet to see a plan he likes.
