Proposed Waste Impoundment Facilities Have Residents Upset

Two proposed landfill-like facilities for waste water and solid waste near the town of De Beque has some residents concerned and upset.

Three miles South of the rural town, Dalbo Incorporated wants to build two commercial water impoundment facilities where energy companies can dump and evaporate their produced water and skim off petroleum. But the thought of this coming to fruition has many concerned.

When long–time De Beque resident Gene Callender got wind of the Dablo's plans he and others got to thinking; if the facility is built on a 187–acre site on 45 1/2 Road, what effects would it have on the air quality in the area? And what odors might arise? But their worries didn't stop there.

According to Donna Stonner with the Colorado Department of Public Health and Environment, the evaporation sites present little environmental or public health hazard unless water were to leak from the pond and contaminate groundwater. Stonner says Dablo operates two similar facilities in Utah, one which is been up and running smoothly for ten years.

11 News Colorado spoke with Dablo Area Manager Audi Williams who declined to comment on the companies proposal, but said a press release would be sent out. 11 News has not received one yet.

Callender is hoping a representative from the company will show up at a seven o'clock meeting they're holding Monday night at the De Beque Community Center.

The Mesa County Commissioners and the Colorado Department of Public Health and Environment will have the final say in whether the two waste impoundment facilities will be built. Dablo told the county's planning department they hope to submit their application in December.

The health department has reviewed Dalbo's plans and says based on their review there are several areas of the plan that require clarification or modification to meet the requirements of the regulations. December first is the public comment deadline.
