It's an innovative way of budgeting, and Mesa County is one of the first large governmental agencies to use an outcome–based approach to putting together agency funding.
Unlike traditional budget processes, "outcome–based" programs ask how funding can achieve a desired result for programs such as pubic health.
Commissioner Janet Rowland says this process is intended to eliminate the "black hole" of government funding and make the budget easier for the public to understand.
