DENVER (AP) - The Colorado Senate is debating a measure that would guarantee rafters the right to float the state's whitewater rivers, after a Texas development company threatened to shut them down.
The bill would guarantee all rafters the right to continue using Colorado rivers, not just commercial rafters.
Opponents say the new law would unleash waves of rafters on property owners who have a right to use their land as they choose as long as they follow the law.
