GJ Airport tenants say fence caused business to fly away

GRAND JUNCTION, Colo. (KKCO) - Controversy has taken off at the Grand Junction Regional Airport. A second perimeter fence built for safety, is now the target of a possible lawsuit.

Monument Aircraft has now landed its repair hangar at the Mack Mesa Airport. Owner Dana Brewer says the new security gate at Grand Junction Regional Airport has not only fenced out animals and terror threats, but his customers too, when he was located there.

"It obviously affected the clientele that was going to come to me. They explicitly said that they were not interested in coming and dealing with the security measures that were being induced at the airport," says Brewer.

That measure was a $3.4 million, federally funded fence that surrounds the airport, encompassing small plane hangar businesses.

Airport Director Rex Tippetts says, the FAA and TSA left no choice.

"It was required because the FAA branch required it be done," says Tippetts.

In an FAA Wildlife Assessment, the fence was cited as a long term solution to keeping out animals and was also brought up in an initial letter by federal officials. However, the study doesn't list the fence in its final recommendations. Some tenants argue that the fence being absent in the recommendations, reveals it as a maneuver by the airport.

By the end of last November, the wildlife fence, which now doubles as a security control, was locked. Airport tenants now escort customers to and from the swipe-card gate. They say this makes doing business impractical.

Tri Star Aviation has since put its hangar up for sale. The EAA, a non-profit aviation group that also teaches kids to fly, took off to Mack Mesa Airport, as well.

In a previous interview with KKCO 11 News, Colorado Airlines feared its future would nose dive.

"It's going to bankrupt our company if that gate goes in. If we can't have access, we're out of business," said Colorado Airlines Owner Ron Rouse in a July interview with KKCO.

Ron Rouse, who says he was depressed to go on camera again, partially blames the fence for his company's closure.

Fence opponents have voiced their anger to the Grand Junction city council, saying that while the TSA approved the fence, other measures could have been approved.

In a statement to KKCO 11 news, the TSA responded:

"TSA did not require the airport to install the new fence, but supports the action as a way to meet security goals."

"Well, they did require it. They don't tell you how to comply, is how they issue it. They say these are the requirements. These are the regulations, but they don't tell you how to comply," says Tippetts.

Montrose Regional Airport recently built a similar fence, under TSA approval. However, it doesn't block off hangar operators, like Blake Freeland's clients at Cimarron Air.

"They can drive right up to it, same way you came driving up. There was no problem," Freeland explained.

The TSA says comparing different airports may not be feasible, and declined a request by KKCO 11 News to examine the security plan, because it is classified as sensitive information.

The Grand Junction Regional Airport director and Airport Authority Board members say they did explore other options. One idea, they say, was to fence out the hangars, excluding them from the air operations area, or runways that must be secured. A remote-controlled gate would have been the only way for private planes to taxi in. "It just was one of the ones that was eliminated because of cost and the practicality of implementing it," says Tippetts.

However, the airport can't produce dated documents that prove when those alternatives were discussed. "We have been talking and holding meetings since 2009," says Tippetts.

The airport's website show dates and sign-in sheets of meetings. However, tenants say they were left out of decisions regardless, and say they were dictated to, rather than asked for input.

"Nothing I could say or do had any affect on their decision making, so I didn't want to stay at a place where I didn't have any input," says Brewer.

"The airport is operated and governed and developed for the benefit of the entire Mesa Community in the Grand Valley. It's not operated for the benefit of a few," says Tippetts.

For the second time, a committee of airport tenants and other officials has been formed to hash out the contention over the fence. They say they're going to assess whether other options are viable in keeping customer access to the hangars open. The City has also discussed offering a portion of the funding to fix the problem. Meantime, the Grand Junction Users and Tenants Association continues to consider legal action against the airport.

    Seems like the tenants should have been attending meetings over the years instead of ignoring them and then complaining about the results.

    GJT used to have a reputation as being extremely user-friendly not only for air carriers but also for general aviation. It's easy for Mr. Tippetts to blame the TSA. But the fact is that since he succeeded Ms. Nystrom, there has been hiring cronyism, firing of qualified people, questionable policies & deteriorating professional relationships with tenants, other airport counterparts around the region and some community leaders. We have Airport Authority board members who publicly embrace Mr. Tippetts but privately express frustration at the state of affairs. It's time to bring in someone who can restore credibility and trust.

    Fence to keep out the animals?? I though the animals were inside the terminals...the ones dressed in TSA uniforms. At least the animals that live in the desert have never been known to mole$t anyone.

    I am greatly concerned in the leadership at GJRA. Our local economy is struggling greatly and as a result, many of our residents are looking for employment. It appears the GJRA is doing everything they can to suppress the local economy at any expense.The city must step in before the GJRA and their arrogance cost us any more jobs in the grand valley.

    Shame on you Channel 11 News! Do you remember what the airport looked like before Mr. Tippitts was hired on as the manager? It was an embarrassment; it had nothing to offer people flying in or out of Grand Junction. I still remember when we had to go to Denver to fly anywhere at a descent price and now we can fly from Grand Junction because of the cost and variety of Airlines offered at Grand Junction Regional Airport. Instead of constantly trying to stir up trouble because of a handful of unhappy people unwilling to deal with change, we should be thanking Mr. Tippitts, his staff, and the Airport board for all of their great work. I don’t know what your agenda is but I am personally tired of your half-truth stories to make you and the few angry tenants at the airport trying to make a story. Is someone on your staff related to one of the tenants? Why do you continue to be so ruthless and try so hard to get someone fired? Just think of how much safer we all are because of the fence, the TSA, and other precautions taken since 911. I started watching Channel 5 (KREX) news recently because their news is very representative of our community and they don’t seem to get in to the nonsense you seem to enjoy. Haven’t you beaten this enough?

      I couldn't agree with you more! Why does this issue have to be brought up again......same old story. Really Kelly? Maybe they should've tried something different like interviewing the business's that are still doing well or speak to someone other than the one person they speak to over and over(the business that 'had to move to mack'). As a viewer (well not on 11news anymore) it would have been nice to see the opinion of Weststar, maybe one of the board members, or how about the realators that are selling these properties. If it's so bad out there, why are these properties selling and being occupied? This is being completely blown out of proportion.

        Westar, please!! They aren't even behind the fence (curious), so their business is doing just fine. That's the only business Tippetts and the Airport Authority care about. And why not ask the realtors how long it is taking to sell/lease those hangers to someone where customers won't even be able to get to. By all means, go out and count the "for sale" signs.

        TJ - other than WestStar and the airlines, there are no "happy" businesses at the airport. Prove just one of these supposed recently sold properties was not "on speculation" and acquired at a "fire sale" price.

      The TSA does NOTHING to keep us safe. They are from top to bottom incompetent nincompoops. That fence is a stupid waste of money as well. Who do you think it's protecting us from? The Bookcliff Al Qaeda cell?

      DEXTER. Like most Americans, you have no idea about aviation other than airline travel. OK, but I am also sure you have not taken time to find out the "half-truths" are on the GJRA board side of the fence - no pun intended - and likely have not attended any of the pertinent meetings. If you had, you would easily see it is not a "few" angry tenants - sadly the GJRA board counts just the building owner as "one" tenant although there are dozens of affected owners and operators that rent from that landlord. There has never been an official "vote" taken of all affected true tenants. Many are now voting with their wallets and leaving if they can. That is a direct loss to Grand Junction tax revenues and local non-airport businesses. There is no argument from anybody that the airline side of the airport is prospering and "looks good". Tippets did a fine job of acquiring FAA grant money for those improvements. However there was NO documented TSA requirement for any security improvement. There was NO search for alternatives, NO notification of intent, and NO regard for the affect on businesses. The tenants have asked for proof of these through the Freedom Of Information Act and NOTHING was provided. Simply because pilots are a minority is no excuse to take away their freedom for no reason, and certainly no excuse to spend millions of taxpayer dollars on something that is not required and has negative impact on other Grand Junction businesses.

Both Tippetts and the airport board need to be fired and replaced with REAL advocates of aviation for the ENTIRE community. The people we have in there now do not represent anyone but themselves. I moved my airplane out to Mack Mesa Airport and will keep my business and my money out there.
