Judge grants killer of 4 supervised outings

GLENWOOD SPRINGS, Colo. (AP) -- A man found not guilty by reason of insanity in the slayings of four people in Rifle has been granted supervised outings.

An Associated Press contributor reported Saturday that Steven Michael Stagner will be allowed to go hiking and attend movies as part of his treatment. Stagner has been at the Colorado Mental Health Institute at Pueblo since he was found not guilty by reason of insanity in 2002.

Witnesses say Stagner targeted Latinos at an RV park and made statements around the time of the July 2001 shootings that it was time for illegal immigrants to pay for "feeding off the system."

As part of the conditions of the outings, Stagner will not be allowed in areas where there are a large number of Latinos.
