White House (AP) President Bush's new pronouncement on how to fight global warming is getting a cold shoulder from congressional democrats.

Yesterday, Bush called for a halt in the growth of greenhouse gases, but not until 2025. And he said he would commit to a binding international agreement on long-term reductions only if other countries such as China do, too.

Democrats say his plan is too little and too late. One critic says it's like trying to put out a massive fire with a garden hose.

Congressman Edward Markey heads the house panel on energy independence and global warming. He says Bush clearly isn't interested in doing anything substantive. Instead, Markey maintains that the president handing over the problem to his successor.
