Secretary of State Condoleezza Rice heads for Europe today to talk with NATO allies about what message the west, collectively, should send to Russia following its invasion of Georgia.

Washington (AP) Secretary of State Condoleezza Rice heads for Europe today to talk with NATO allies about what message the west, collectively, should send to Russia following its invasion of Georgia.

Rice says Russia cannot use “disproportionate force” -- as she put it -- against Georgia and still expect to be welcomed by international institutions. She adds “Russia will pay a price.”

But neither Rice nor defense secretary Robert Gates is being specific about what punitive actions the U.S. Or the International community might take if Russia doesn't make good on removing its troops from Georgia today, as stated.

The White House does not want to damage existing relations with Russia or discourage its government from further integrating itself into global economic and political institutions.
