Xcel Energy wants to raise rates to save money to test clean energy technology in the state.
The energy company says the hike would be about 14 cents extra for the average residential customer and 22 cents a month for small-business customers. The plan would raise six-million dollars a year from 2010 to 2013.
Xcel says if the proposal passes, the first project would test solar energy and steam power near Grand Junction.
