Horizon Drive Business District vies for city funds

Grand Junction, Colo. (KKCO) - The Grand Junction City Council is close to making its final budget decision for next year, and the Horizon Drive Business District wants to be included in that budget.

On Monday the business districts' board was in front of the council’s readiness meeting, making a presentation that outlined the possible return on investment and why they feel Horizon Drive is a "good bang for their buck".

Currently the Horizon Drive Business District receives limited funds from a mill levy.

However they say that’s not enough for the improvements they want to make.

"We've been working very hard for about 8 years to save our money, and hopefully be able to begin the project. We hope that we can kick start this because the cost of funds is low, as well as the cost of construction is low, as low as it will ever be. So we hope we can capitalize on this opportunity, to increase future potential of the revenue," said Jay Moss, a property manager on Horizon Drive.

Working on the numbers with Colorado Mesa University, the Horizon Drive business district says the payback to the city is more than $40 million over a 20-year period.

Right now, 49 percent of the land in the district is undeveloped, with the economic potential to double the annual impact with development.

"We were asking city council to partner with us in improving the corridor, making a financial commitment over a period of time that would pay for a capital project,” says Clark Atkinson, president of Horizon Drive district board.
