About one-million baby seats are under a voluntary recall today.
Molded foam seats are made by Bumbo and have been sold by several major retailers.
The Consumer Product Safety Commission says it has received 28 reports of children falling out of the seats, including three reported skull fractures.
The C.P.S.C. says children can flip out of the seat, especially when it is placed on a hard, elevated surface.
