Just after the re–certification of electronic voting machines, a plan to conduct this year's election mostly by paper ballots passed its first hurdle at the state capitol.

The plan stems from the concern that the state could be sued by voting activists if the machines are widely used.
County clerks oppose using paper ballots, and some lawmakers expressed concerns about how much a paper ballot election would cost. However, the Senate State, Veterans and Military Affiairs Committee unanimously backed the bill.
