The state senate gives approval today to House Bill 1185, this would require animal shelters and rescue groups to neuter animals before their adopted.

Another option is that those adopting pets would promise to neuter or spay the animal within 90 days, pet owners would have to leave a deposit on their adopted animal and if they neglect to sterilize their pet, the shelter could take the animal back.

The bill applies only to those animals getting adopted and not to dogs and cats who are being reclaimed. The bill is now on its way to Governor Ritter.
