White House (AP) Five years after he gave the fateful orders, President Bush will tell an audience of military chiefs and other officials he's confident he was right about Iraq.

In a Pentagon speech this morning, the president will acknowledge the war's high cost in lives and treasure, including moments of “tragedy”.

According to excerpts released by the White House, Bush will say the troop “surge” has turned Iraq around, making clear that America can win what he calls a “major strategic victory” there.

He points to Sunni tribes turning on Al-Qaida and says Iraq is now home to the arab world's first large-scale uprising against Osama Bin Laden.

Bush will also say retreat in Iraq would embolden terrorists worldwide, and leave Baghdad a cauldron of genocide.
