Starting Monday young drivers will no longer be allowed to talk on cell phones while behind the wheel. The law is one of a more than a dozen new laws that go into effect Monday in Colorado. The law applies to young drivers who hold restricted driver's licenses which means they have to have an adult drive with them for a year. It's just one of the steps Colorado and other states are taking in hopes of promoting safety while driving.
