Denver (AP) Gov. Bill Ritter is convening a committee to recommend changes in the child welfare system after 13 children died last year.

Wednesday’s announcement follows an investigation into the deaths of the children who had been previously monitored by social workers.

Ritter says people should be upset that there hasn't been enough training for social workers and that they missed warning signs that could have helped save children's lives.

Still, Ritter says there's no one person to blame and he wants the committee to recommend changes in the overall system. The committee will make its first round of recommendations by the fall which the legislature could act on next session.
