DENVER (AP) Xcel Energy is refusing to withdraw a proposal to cut rooftop solar incentives.

An attempt to find common ground on state policies for rooftop solar failed Tuesday with a sharp exchange between Xcel Energy and solar-energy advocates.

According to the Denver Post, the Colorado Public Utilities Commission will make the final decision in the near future.
